Committees

1. Finance & General Purposes Committee.

The Finance & General Purposes Committee is responsible for the detailed oversight of the Town Council’s financial affairs and will make recommendations to the Town Council on charges applied by the Town Council and also with regard to general budgetary matters. The Finance & General Purposes Committee will give consideration to the fixing of the Town Council’s precept and make a recommendation to the Town Council. The Committee will normally meet four times each year.

 

2. Planning, Highways, Street Lighting & Environment Committee.

This Committee will have responsibility for detailed matters relating to Planning, Highways & Lighting. It will enjoy delegated authority from the Town Council to deal with matters relating to planning applications but will reserve the right to make a recommendation to the Town Council on any particular application if the circumstances merit. The Committee will normally meet on an ad-hoc basis depending on the number of planning applications to be considered.

 

3. Allotments Committee.

The Allotments Committee will have general oversight of the Town Council’s allotments and will liaise with Site Secretaries regarding the management of the allotments. The Committee will enjoy delegated powers from the Town Council to incur expenditure up to its budgetary limits. The Committee will also include a number of co-opted members. These co-opted members are the Site Secretaries of the various allotment sites managed by the Town Council but the Site Secretaries may appoint substitutes if they are unable to attend in person. The Committee will normally meet four times per year.

The Allotments Sub-Committee deal with urgent issues such as complaints and evictions in between meetings and is made up of Councillors only.

 

4. Special Projects Committee.

This Committee will oversee arrangements for all the Town Council’s special events. The Committee will have the benefit of delegated authority from the Town Council with regard to the organisation of special events and be authorised to spend up to the budget limit fixed by the Town Council in respect of the organisation of such events. The Committee will normally meet monthly.

 

5. Staffing Sub-Committee

The Staffing Sub-Committee is directly responsible to the Finance and General Purposes Committee. It deals with all aspects of staffing issues and meetings are normally held in private due to the confidential nature of the items for discussion. The Staffing Committee normally meets three times per year.

 

6. Public Relations Committee

The Public Relations Committee deals with issues relating to the press and promotion of the Town Council. They meet on an ad-hoc basis and report to the Finance and General Purposes Committee.

 

7. Property Management

The Property Management Committee are responsible for all aspects of the Town Councils land and property holdings. They normally meet four times per year and report to the Finance and General Purposes Committee.

 

8. Consultative Group.

The Consultative Group will meet as and when required and will consider matters that are relevant to the role and responsibilities of the Town Council. The Consultative Group will be made up of all members of the Town Council and will be generally a forum for discussion and information. Reports of the Consultative Group will be submitted to the Town Council and the Town Council will have responsibility for dealing with any matters arising from the work of the Consultative Group.

 

9. Leaders Group

The Leaders Group are delegated authority to act on behalf of the Town Council in urgent situations or where the Council is not scheduled to meet. All decisions are reported back to the Town Council at the next available meeting.

 

10. Local Business Forum

The Local Business Forum works closely with local businesses to provide an open forum for them to raise issues and learn more about the community. We have a separate page on the Local Business Forum.

 

11. Income & Sponsorship Working Group

This working group will eet to discuss ways of boosting income through promoting advertising and sponsorship of Council events and services. This working group will not enjoy any delegated powers.

 

12. Town Hall Sub Committee

The Town Hall Sub-Committee acts on behalf of the Town Council in negotiations with Wakefield MDC over the proposed take over of Normanton Town Hall. The Sub-Committee will enjoy delegated authority to act on behalf of the Town Council on all matters relating to the Town Hall.

 

13. Town Guide Working Group

The Town Guide working group will consider the editorial content of the Town Guide and make efforts to encourage advertisement uptake. This working group will not have any delegated authority.

 

14. Toilet Working Group

The Toilet working group will discuss and investigate options for publicly available toilets in the Town Centre. This working group will not have any delegated authority.
